Mandatory Training
Operating a private security guard force in Singapore
without proper licensing is a serious legal violation. All security personnel
must be vetted and licensed by the Police Regulatory Department (PRD) of
the Singapore Police Force under the Private Security Industry Act.
Vetting and the "Fit and Proper" Standard
To qualify for a Security Officer (SO) license, every
applicant must pass comprehensive background screenings to ensure they have a
clean criminal record and are deemed "fit and proper" by the PRD.
Deployed officers must also pass medical examinations, which must be renewed
annually for personnel aged 60 and above.
The Compulsory Basic Licensing Units (BLUs)
Before any officer can be legally deployed, they must pass
three compulsory WSQ (Workforce Skills Qualifications) training modules:

Guard and Patrol Services, and Operate Basic Security Equipment (PGPS +
OBSE): Focuses on patrolling procedures, static guarding, access

Security Incidents and Services (HSIS): Covers emergency protocols,

- Recognize
Terrorist Threats (RTT): Since January 2024, completing and passing
this counter-terrorism module is mandatory for deployment at any site in
Singapore.
Crucial 2026 Regulatory Warning: The OBSE Extension
Deadline
The Police Regulatory Department (PRD) mandated that
existing Security Officers (SOs) must complete the specific Operate Basic
Security Equipment (OBSE) module to remain deployable.
The one-off extended deadline for this module is 31
December 2026. Any existing SO who has not successfully cleared this module
by this date will be legally barred from deployment starting 1 January 2027. At

exceeds S$2,600 under the current PWM scale, Part IV of the Employment Act

required to pay statutory overtime rates for hours worked beyond the 44-hour
workweek, all extra hours (capped at 72 per month) must be paid in addition to
the basic monthly wage. This protects our guards from fatigue while offering
