Operating a private security guard force in Singapore without proper licensing is a serious legal violation. All security personnel must be vetted and licensed by the Police Regulatory Department (PRD) of the Singapore Police Force under the Private Security Industry Act.

To qualify for a Security Officer (SO) license, every applicant must pass comprehensive background screenings to ensure they have a clean criminal record and are deemed "fit and proper" by the PRD. Deployed officers must also pass medical examinations, which must be renewed annually for personnel aged 60 and above.

The Police Regulatory Department (PRD) mandated that existing Security Officers (SOs) must complete the specific Operate Basic Security Equipment (OBSE) module to remain deployable.

The one-off extended deadline for this module is 31 December 2026. Any existing SO who has not successfully cleared this module by this date will be legally barred from deployment starting 1 January 2027.
